For the first time since 1982, LAPD is planning a realignment of some of their dispatch frequencies, to give every patrol area and traffic division its own dispatch frequency and RadioTelephone Operator ("RTO"). For over two decades, due to a shortage of available frequencies, dispatch consoles, and RTOs, it has been necessary for many divisions to be doubled up on a single frequency. New equipment, more operators, and a second dispatch center now make this improvement possible. 
It is anticipated that, when appropriate or necessary, some divisions may at times be "tied together" on one frequency and/or with a single RTO. A likely example might be in the early morning hours, such as from 4 - 7 am, when the workload is traditionally the lightest. This will allow for more flexible, effective and efficient staffing of the dispatch centers without degrading service levels.
Frequencies in red are Tentative New Assignments, expected to go into effect on or about September 16, 2003. Note that these frequencies have been drawn from the various "Bureau Tactical" frequencies. It's unknown if there will be new Bureau Tac frequencies created or what's going to happen. The City still has dozens of licensed but "unassigned" frequencies in the UHF band which could, theoretically, be used in most any capacity.  Stay tuned...
