The ballot measure passed establishes a HOSPITAL DISTRICT and an annual PROPERTY TAX charge to fund the Hospital District. The District has roughly 3 years to prove itself, or

NOTE: 12/07/06- With the election of a board in the November 2006 election, Mr. Sato will be leaving to go
rescue another hospital. MCMS will launch a nationwide search for new CEO.

Mountain Community Medical Services takes over The
former "Trinity Hospital", TPUD appoints James Sato CEO, April 1, 2005.
Trinity PUD has hired James Sato, a man with over 30 years of hospital management experience to be its new CEO. He has had
considerable experience in just the areas of expertise that Trinity County's only hospital needs; that
may result in a financially "healthy" hospital in the future. Mr. Sato is a native of Honolulu, Hawaii and has worked in many Western US locations over last 30 years. Mr. Sato, comes to Trinity, from Las Vegas, NV, where
he served as a consultant to several hospitals in the Western US. James Sato will report to the TPUD, until a
suitable district can be established, and then to its board of directors.

The Proposed Trinity County Healthcare District, TPUD and Other Options
Information on this page relates primarily to activity posted prior to March 28, 2005 and links to current sources of information about the future of
of Trinity Healthcare. With the voters passing Propositions O and P in November of 2006, establishing a Hospital District and a board of directors, Trinity Hospital will stay open for atleast 5 years.
2006- The Trinity Hospital is being operated by Mountain Community Medical Service under the direction of a
board constituted of TPUD and Trinity County Government members as it prepares for an
election to determine if the tax-payers will fund it's operation.
If propositions "O" and "P" both do not pass, the hospital will close, people may die sooner than they would with a 24hr emergency room, and the Trinity County Economy will certainly go from bad to worse!

- Mountain Community Medical Services is actively lobbying community to pass measures "O" and "P" in the November 7th 2006 Election. No win on both of these propositons in this election, no emergency room or hospital.

LOCAL PROPOSITIONS
- "O"- YES-Establishes Mountain Community Medical Services District, conditional on "P" also passing (Establishes Special Parcel Tax- $118 for business or dwelling unit, $32 for undeveloped parcel.
- "P"- YES- Establishes the SPECIAL TAX required to administer new DISTRICT (ABOVE)- Both "O" and "P"
must pass to establish HEALTHCARE DISTRICT.
NOTE:- Information about the many people running for the 5 Directorships of Mountain Community Medical Services District can be found in the Trinity Journal Newspaper, and statements filed with the Elections Department of Trinity County. Dates and Times of public meetings relating to the election of the board will be published in the Trinity Journal.

Close Hospital Operating Room.
Close Emergency Room.
Extend Clinic Days and Hours to 7 Days a week(More appointments and walk-in Emergencies/Visits.
Maintain Hospital Acute Care License (Keeps Skilled Nursing Care Facility Open).
Acute Patients nolonger admitted.
Laboratory and X-ray Services during Clinic Hours/Days.
Registered Nurse on Staff to triage patients after Clinic Hours.
THESE ARE PART OF RECOMMENDATIONS FOR ALTERNATIVES SHOULD THE HOSPITAL BE CLOSED.
Hospital in debt for more than
$4 Million Dollars, and present monthly negative cash-flow is more than $50,000.
It is NOT possible to have "Emergency Room" without an Acute Care Hospital.
It is possible to to take Emergency Ambulance Patients to a CLINIC under certain
circumstances.
"Federal Qualified Health Center designation status would be beneficial to Trinity County.
IT WOULD BE NECESSARY TO INCREASE THE ABILITY TO TRANSPORT PATIENTS TO REDDING. Ground ambulance
services would need to be expanded, equipment, payroll, maintenance, etc.
The TC Supervisors are updated as to the status of various hospital issues as they sit as the Trinity Hospital Governing Board at open and closed sessions of the Supervisor Meetings at Weaverville.
Possible Hospital Management by TC PUD is still being evaluated,"helper" legislation has passed
some hurdles, and State Medical Licensing and other agencies continue to assist in finding ways to keep hospital going, or change status.
Billing/Collections & Administrative functions/senarios are being separately evaluated on an on-going basis.

- Petitions to form Healthcare District via LAFCO procedures being circulated (7/1)
- Petitions to inform Trinity County Board of Supervisors of Community Desire to Have Hospital and improved healthcare Delivery System.
- Public Meeting at Weaverville Memorial Hall on July 6th. (Video appearing on WVL Cable CH22)
- Supervisors unanimously vote to keep hospital open
- Administrator Larry McDonough provides recommendations to keep doors open
- Negotiations begin with Trinity County Public Utilities District to provide financial management services for the proposed district.
- The hospital continues to lose about $200K a month, with the debt close to 4 million dollares.
- Hospital seeks "Critical Care" status, that will provide greater reinbersment from state and federal
sources.
- Inhalation Therapy is to be closed.
- The Pharmacy will be closed and contracted to local pharmacy.
- Local Physicians will provide a percentage of Emergency Room Coverage at NO CHARGE to county. (Drs. Krouse, Stemple and Harwood)
- TC Clerk Dero Foreslund is doing all he can do ASAP to try and qualify a LAFCO approved ballot measure for November.
- CA State Elected representatives doing all they can to help TC with state agencies and proposed special legislation.
- Supervisors continue to work day and night to try and get Trinity County out of the Healthcare business,etc.
- Hospital Adminstrator and Nursing Director cut own hours 50%, and on call. Other Hospital workers re-classified from General Services to Hospital Employees.
- Groups, individuals, Out of Area Hospitals, and Government ALL do what they can to help Trinity County find
the answers they seek.
